Martyn’s Law Compliance

The Terrorism (Protection of Premises) Act 2025, more widely known as Martyn’s Law, is new UK legislation designed to improve public safety by requiring public venues to have robust security measures in place in the event of a terrorist attack.

The law is named in honour of Martyn Hett, one of the 22 victims of the 2017 Manchester Arena Bombing, and was secured by his mother, Figen Murray, campaigning for venues to take stronger responsibility for public safety. The legislation was given royal assent in April 2025 and enforcement will begin from April 2027.

Core Requirements Under Martyn’s Law

Recent Home Office guidance has outlined requirements for premises that fall under both Standard and Enhanced tiers to have set procedures for:

  • Evacuation: the process of getting people out of the premises safely
  • Invacuation: the process of moving people to safer parts of the premises
  • Lockdown: the process of securing the premises to restrict or prevent entry or exit by attackers
  • Communication: the process of alerting people on the premises of danger
