How AI Analytics Is Transforming Public Space Surveillance for UK Councils
For many years, public space CCTV has played an essential role in helping councils investigate incidents and support criminal investigations. Today, however, the role of surveillance is evolving.
As local authorities face increasing demands to tackle anti-social behaviour, improve public safety and make better use of limited resources, AI-powered analytics are enabling surveillance systems to become a source of real-time operational intelligence rather than simply a record of past events.
North help local authorities transform existing surveillance infrastructure into connected, intelligent solutions that support faster decision-making, more effective deployment of resources and safer public spaces.
What does proactive surveillance mean?
Traditional CCTV relies on operators monitoring multiple camera feeds simultaneously, identifying incidents as they happen. For busy control rooms responsible for hundreds of cameras, maintaining constant situational awareness is increasingly challenging.
AI analytics changes that by automatically identifying activity that requires attention.
Using intelligent video and audio analytics, surveillance systems can detect potential incidents as they develop and alert operators in real time. This could include:
- Anti-social behaviour hotspots
- Unusual crowd movement
- Suspicious activity
- Raised voices or loud disturbances detected through intelligent audio analytics
Rather than continuously watching every camera feed, operators receive targeted alerts that enable them to assess situations quickly, coordinate an appropriate response and intervene before incidents escalate.
The result is greater situational awareness, faster response times and more efficient use of control room resources.
Supporting safer communities with real-time intelligence
AI-powered surveillance is already helping local authorities deliver measurable improvements in community safety.
Working with Westminster City Council, North delivered a £1.2 million public space surveillance system designed to tackle anti-social behaviour across one of the UK’s busiest and most complex urban environments. By combining advanced CCTV with intelligent audio analytics, operators receive real-time alerts that enable faster intervention and support intelligence-led policing.
The impact has been significant. Between April and December 2025, the system generated more than 1,000 positive image captures supporting investigations and enforcement activity, while contributing directly to at least 80 arrests.
More importantly, it has given the Council a proactive approach to community safety—helping protect residents, businesses and visitors while improving operational efficiency.
Delivering more with shared services
Modern surveillance is not just about deploying new technology. It’s about creating smarter operating models that maximise the value of public investment.
North partnered with Hammersmith & Fulham Council to deliver a future-ready control centre supported by AI-enabled analytics and a modernised CCTV network. Today, the control room also provides monitoring services for neighbouring boroughs, including Westminster and Kensington & Chelsea.
This shared services approach enables multiple councils to benefit from advanced surveillance capabilities while reducing operational costs, avoiding duplicated investment and strengthening collaboration across borough boundaries.
The results extend beyond efficiency. Hammersmith & Fulham has recorded measurable reductions across several crime categories, demonstrating how connected surveillance can support safer communities while delivering better value for taxpayers.
Building on existing CCTV infrastructure
Modernising surveillance does not have to mean replacing existing infrastructure.
Many AI analytics platforms integrate with existing CCTV and IP camera networks, allowing councils to enhance capability while protecting previous investments. This enables local authorities to introduce new functionality where it delivers the greatest operational value, while creating a scalable foundation for future innovation.
It’s an approach that reduces disruption, accelerates deployment and helps councils respond to today’s challenges while preparing for tomorrow’s.
Helping councils take a proactive approach
Public safety challenges continue to evolve, and councils need solutions that do more than simply record incidents.
By combining existing CCTV infrastructure with intelligent AI analytics, local authorities can improve situational awareness, respond more quickly to emerging incidents and make more informed operational decisions. The result is safer public spaces, more effective use of resources and greater confidence for the communities they serve.
North work with local authorities to design and deliver integrated public safety solutions that strengthen community safety today while creating the connected, intelligent infrastructure needed to support the smarter cities of tomorrow.
